Other people who have replied besides you also say NTFS should work. In Windows 10, it says it's formatted in NTFS. If you do post info from dmesg, limit it to what's relevant and enclose the results between and code markers by selecting from the mini toolbar above the textbox where you type your reply. Use copy/paste to post any potentially relevant lines here.

Inspect it for errors relating to the disk. Plug the drive in, switch it on, then wait a minute before checking the output of the dmesg terminal command. The question is, 'why isn't linux seeing the drive?' The WD Passport works fine in both linux and Windwoes when formatted as NTFS, FAT32, or exFAT. I think you're asking the wrong question and running up the drainpipe of unfounded assumptions.
